WASSAN (Watershed Support Services and Activities Network), Hyderabad since 1999. WASSAN is a network-based organisation focusing on improving the quality of mainstream programs in natural resources management and livelihoods. It engages actively in policy advocacy initiatives at state and national level mainly related to rainfed agriculture. It also provides field level support services to a large number of watershed development and other programs implemented by the civil society in partnership with communities. Currently, WASSAN has around 300 employees spread in Andhra Pradesh, Telangana, Odisha and Jharkhand.

Program Manager - Millets and Enterprises Support Cell

Job Summary:
The Program Manager – Millets and Enterprises Support Cell will lead initiatives focused on building and scaling millet-based enterprises while supporting related agricultural and rural development projects. With a primary focus on millet value chains, the role will also extend to supporting other community-based organizations, such as SHGs, Cooperatives, FPOs, and rural enterprises, in achieving their production, processing, and market goals. This position requires a dynamic professional with strong expertise in community engagement, capacity building, market linkages, and project management.

Key Roles and Responsibilities:
1. Millet Value Chain Development:
• Lead initiatives to promote millet-based enterprises, focusing on production, processing, and value addition.
• Support the establishment of decentralized, community-oriented millet processing units.
• Collaborate with stakeholders to design and implement programs for millet promotion, including creating local consumption opportunities and market access.
• Provide technical guidance for branding, packaging, and supply chain management for millet products.

2. Community Institution Support:

• Provide strategic and operational support to community-based organizations (SHGs, Cooperatives, FPOs, etc.) in planning and implementation.
• Assist clients in business planning, developing customized action plans, and organizing training and exposure visits.
• Facilitate the adoption and implementation of relevant technologies.
• Offer hands-on support through regular site visits, audits, and process evaluations to ensure effective execution.

3. Market Linkages:
• Conduct market research to identify demand and suitable market channels for community enterprises.
• Facilitate partnerships with vendors, suppliers, and agri-value chain actors to enhance market access for millet and other agri-products.
• Support clients in brand development, packaging, supply chain management, and market strategies.

4. Networking and Partnerships:
• Build and maintain relationships with NGOs, government bodies, and private sector stakeholders.
• Collaborate with network partners to map resources and needs, ensuring effective alignment with project goals.
• Serve as a liaison between community institutions and technical or market solution providers.

5. Training and Capacity Building:
• Design and execute training programs to upskill community members and enterprise staff.
• Develop training modules on topics such as millet value chains, enterprise management, and agri-tech adoption.
• Provide refresher courses and on-site guidance to ensure skill retention and operational excellence.

6. Team Management:

• Lead, mentor, and coordinate with project team members to align with project goals.
• Foster a collaborative and performance-driven work environment.

7. Project management and Reporting:
• Plan and oversee project activities, ensuring adherence to timelines and quality standards.
• Prepare and present regular project reports, including progress updates, challenges, and outcomes.
• Document case studies, lessons learned, and success stories for internal learning and external dissemination.

8. Knowledge Management and Government Collaboration:
• Stay updated on trends, innovations, and policies in the millet sector and broader agri-value chains.
• Share insights and knowledge to inform program strategies and advocate for millet-inclusive policies.

9. Support for Other Projects:
• Extend support to other agri-tech deployment projects, focusing on farm tools, machinery, and small-scale technologies for marginal farmers.
• Contribute to team efforts in areas such as production, harvesting, processing, and value addition for other crops..

Qualifications and Experience:
• Bachelor’s or Master’s degree in Agriculture, Rural Development, Agribusiness, or a related field.
• Minimum of 3-5 experience working with community-based organizations, with a focus on agri-value chains and commodity markets with a focus on millet.

Desired Skills:
• Strong knowledge of millet value chains, commodity markets, and community-centric business models.
• Understanding of business planning, financial management, and market research.
• Knowledge of branding, supply chain management, millet value chains, and vendor management.
• Familiarity with agricultural technologies and their application in community settings.
• Strong leadership, team management, and stakeholder relationship skills.
• Proficiency in data analysis and Microsoft Office Suite (Excel and PowerPoint).
• Excellent written and verbal communication with diverse stakeholders.
• Expertise in capacity building, training design, and knowledge management.
• Problem-solving mindset with a proactive and innovative approach.
• Ability to adapt to dynamic environments and multitask effectively.
• Willingness to travel to rural areas for on-site support and project implementation.

Technical Officer (Millets and Enterprises Support Cell)

Location:
Hyderabad and entails travel to various sites for providing onsite services.

Role Overview:
The Technical Officer – Millets and Enterprises Support Cell will play a critical role in deploying agri-technology solutions to support marginal farmers and community institutions. The role focuses on small-scale farm tools and machinery requirements, encompassing production, harvest, processing, and value addition. This position involves working closely with vendors, clients, and technicians to ensure the effective deployment, training, and maintenance of agri-tech solutions, contributing to the enhancement of productivity and sustainability for smallholder farmers.

Key Responsibilities:
1. Agri-Tech Deployment:
• Identify and evaluate small-scale farm tools and machinery suited to the needs of marginal farmers and community institutions.
• Manage vendor relationships, including empanelment and ongoing support, to address machine-related issues and implement improvements based on client feedback.
• Facilitate the installation and operationalization of agri-tech solutions, ensuring they are effectively deployed across project areas.

2. Client and Technician Support:
• Provide end-to-end support to clients, including pre-installation guidance, on-site setup, and post-installation follow-ups.
• Ensure that clients’ operating staff are proficient in using technical manuals and have a fundamental understanding of machine operations.
• Assist in the selection and training of local technicians and manage their service delivery to clients.

3. Capacity Building and Training:
• Design and deliver technical training sessions and refresher courses for clients and technicians.
• Develop and curate training materials, knowledge resources, and technical manuals for use in capacity-building programs.

.
4. Monitoring and On-Site Support:
• Conduct regular visits to client units to assess machine health, evaluate operational processes, and gauge staff proficiency.
• Provide technical backstopping and on-site troubleshooting support to clients as needed.

.
5. Knowledge Management:
• Document case studies, best practices, and lessons learned to build a repository of knowledge for the team and stakeholders.
• Develop training and service delivery content tailored to project needs.

6. Coordination and Project Support:

• Work collaboratively with internal teams and external stakeholders to align technical support with overall project objectives.
• Provide support to other agri-tech deployment projects within the organization as required.

Qualifications and Experience:
• Bachelor’s or Master’s degree in Mechanical Engineering, Agricultural Engineering, or a related technical field.
• ITI Diploma holders with relevant experience are also encouraged to apply.
• Prior experience in the agri-processing or food-processing industry, preferably in millet processing or small-scale farm machinery.

Desired Skills:
• Strong understanding of small-scale farm tools, machinery, and agri-technology solutions.
• Proficiency in troubleshooting and problem-solving, including remotely supporting clients in finding localized solutions.
• Experience in conducting technical training and capacity-building programs is desirable.
• Proven skills in vendor management, client support, and technical assistance.
• Excellent verbal and written communication skills to effectively engage with vendors, clients, and internal teams.
• Ability to travel frequently to project locations and provide on-site support.
• Familiarity with documenting and developing technical manuals, training materials, and knowledge resources.
• Fluency in multiple languages is an advantage.
• Ability to multitask and manage priorities in a dynamic work environment.
• High level of accountability, attention to detail, and self-motivation.
• A collaborative mindset with the ability to work independently and as part of a team.
